NORTHAMPTONSHIRE CAPITAL PROGRAMME DELIVERY – A TEAM APPROACH TO DELIVERY
While funding for major schemes is predominantly through the County Council, regional and central Government there is a growing amount of transport works that comes through the borough and district councils from the two local delivery vehicles (West Northamptonshire Development Corporation and North Northamptonshire Development Company).
To ensure that this work is managed and coordinated effectively the Northamptonshire Capital Programme Delivery Board (CPDU) has been established which consists of senior representatives from NCC highways and finance, KierWSP (NCC’s Business Partner for managing and improving the highway network) as well as representatives from the local Boroughs. The Board also utilises the Highways Services Contract with KierWSP to provide effective joint working and integration.
A Northamptonshire Capital Programme Delivery Unit has been established which reports to the Delivery Board and which has responsibility for delivery and continual development of the service it provides.
The Delivery Unit has responsibility for the overall programme and for ensuring a “Team Approach to Delivery”. This requires a close working relationship between the Delivery Unit and the teams being established for individual projects. Key to this will be the effective resource planning to ensure the best use of all the available skills. The Northamptonshire Capital Programme Delivery Unit provides a comprehensive project delivery service through the use of structured project management systems and processes and is able to call upon the services of experienced project managers, designers, safety, environmental and construction specialists and contractors to ensure successful delivery of any civil engineering project.
THE CAPITAL PROGRAMME OF HIGHWAY SCHEMES
